Submission Guide: Crows Nest and Hornsby TOD Precincts

Crows Nest and Hornsby are among the best-located Transport Oriented Development (TOD) precincts, but they are some of the least ambitious.

While 3,200 homes at Crows Nest and 5,000 Hornsby homes at Hornsby are a good start, these are limited to a tiny area next to the station. This leaves huge areas of low-density suburbia within an easy walk of the station. 

If these plans go ahead, it would be a missed opportunity. We shouldn’t be locking up so much land so close to shops, services and world-class transport for exclusively multi-million dollar mansions.

We need you to write to DPHI asking them to plan more ambitious precincts.

Some points you might want to raise:

  • Despite being a much less in-demand location, the Bankstown TOD precinct has 3-4 times as many homes as these precincts. 

  • The ‘area of change’ should extend to a full 800m radius around the station, enabling a minimum of 6-storey development for that whole area.

  • Impacts on Heritage Conservation Areas should not be a consideration when drawing up these plans.  

  • No parking minimums should apply to developments in these areas.
